Owen Effingham Lawrence was born in Tasmania in 1881. He served in the Boer War as part of the 1st Tasmanian Imperial Bushmen and the 1st Tasmanian Imperial Bushmen Mounted Infantry, under the command of Major R.C. Lewis and Captain A.A. Sale. He sailed for South Africa aboard the Manhattan on 26 April 1900 and served from June 1900 to June 1901.

Owen appears to have served in the military at a later date, though records are incomplete. He died in South Africa in 1956, having maintained a distinguished connection to both Tasmanian and British military service.
